One question, please.
I am a simple user.
Why so few remailer?
It is because it is difficult to manage it or
it is because laws make difficult and dangerous
to manage it?
It is not difficult to run a remailer. Basicly
you need a static IP address, a free Domain name
and the Mixmaster or YAMN software and a computer.
If you have a static IP address I would first
suggest that you get familiar with running a
(postfix) mail server via VPN Tunnel (at home) and
see that you properly can receive and send mail.
Once this is done then you can concentrate on
setting-up a Remailer.
Maybe this can help for a Yamn remailer.
https://sec3.net/yamnhelp/
or for a Mixmaster remailer
http://mixmaster.sourceforge.net/faq.shtml
Also you can certainly ask here in APAS.

Since there are always weirdos and crazy people,
exit remailer are not popular with the authorities.
You can quickly get a "visit" at home. The
likelihood of a "visit", however, depends on
which country you live in. But I have the feeling
that someone has "asked" exit remailer to stop
their service. To run a non exit remailer should
not bring any dangers, but this may depend on your
country.

But we need more remailer, be it an exit or an
non exit remailer.

Perhaps this may also help to setup a remailer:
